Is PPPoe still required for FIOS internet? Or did they change it to 'always on' like Road Runner?

It's still PPPoE for the near term. They are working toward DHCP.
Let me clear something up. You login with PPPoe, but unless you logout of the service, by powering off the router, or telling the router to log you out, it still is always on. If for some reason, you lose connectivity, as soon as your connection returns, the router is capable of automatically relogging you in again. In our area, I know that Verizon has been working on the lines, but only because I have it mail me the logs from the router when they get full, and I'll notice that the connection was dropped at 2 AM, and picked up again at 4 AM. I never notice any disconnection, or that I need to tell it to reconnect. To me it's always on.
