BHN uses Statistical Multiplexing for a multiplexed channel.
Which is why its possible that some of have reported seeing different levels of artifacts.
If you are watching a HD show, and the other channels do not have much movement (the gov't channel, and kids channel), then they use their "default" amount of bandwidth. But if movement picks up on either of those channels, then it steals away from the HD signal bandwidth... which, depending on whats on the screen, may or may not be noticeable.
The hardware is constantly analyzing the bandwidth requirements of the 3 channels to determine whats required.

That explains a lot. I've noticed variations in the "watchability" of PBSHD. Sometimes it looks pretty good, but more often than not it is horrible. I guess if I want to see something on PBSHD and not be annoyed I'll need to keep an eye on the other PBS digital channels and hope for static images.

I hate multiplexing.

Do you supose this variable bandwidth allocation is happening at BHN, or does it come from ch-3 that way, thus affecting us OTA guys as well?

BHN just passes the same signal, so it effects everyone.
